  关于万科三期地块征地补偿安置方案的公告

   

  徐征地通〔201721

  根据省政府苏政地2015144号、省国土资源厅苏国土资函2015597号、苏国土资函201192号、苏国土资函2010335号文件批准的《征收土地方案》,经对被征地村征地补偿登记复核,拟定了《关于万科三期地块征地补偿安置方案的公告》。根据《中华人民共和国土地管理法》第48条、《中华人民共和国土地管理法实施条例》第25条和《征收土地公告办法》规定,现将该方案内容和有关事项公告如下:

  一、征地面积及范围

  本项目位于平山路东侧、九里山东路北侧、天齐路西侧、三环北路南侧,批准征收转用土地691.092亩,本方案涉及690.942亩(其中,鼓楼区九里街道办事处李屯村委会240.317亩,天齐村委会412.567亩,国有土地38.058亩)。根据现场勘测,增补土地315.528

   

  ,共补偿1006.47,扣除房地一体评估补偿的房屋占地140.458亩,本方案实际补偿土地866.012亩。

  包括:李屯418.286亩,扣除房地一体评估补偿的房屋占地64.406亩,本方案实际补偿李屯土地353.88亩(农地264.437亩,建设用地89.443亩);天齐540.232亩,扣除房地一体评估补偿的房屋占地76.052亩,本方案实际补偿天齐土地464.18亩(农用地414.283亩,建设用地49.897亩);国有土地47.952亩(农用地16.032亩,建设用地28.16亩,未利用地3.76亩)

  二、征地补偿标准

  征地补偿标准按照《市政府关于调整征地补偿标准的通知》(徐政发〔201160号)规定标准计算。

  村庄宅基地已房地合一评估补偿。

  三、被征地村征地补偿费用

  本方案应支付征地补偿总费用为壹亿零陆佰伍拾叁万捌仟玖佰元整(即10653.89万元)。包括:

  李屯村征地补偿安置费为肆仟叁佰叁拾肆万零伍佰柒拾元整(即4334.057万元)。其中,土地补偿费柒佰肆拾玖万叁仟捌佰捌拾贰元整(即749.3882万元),安置补助费捌佰玖拾捌万柒仟元整(即898.7万元),青苗补偿费贰拾柒万陆仟叁佰零柒元整(即27.6307万元),附着物补偿费贰仟陆佰伍拾捌万叁仟叁佰捌拾壹元整(即2658.3381万元)。

  天齐村征地补偿安置费为伍仟柒佰伍拾贰万叁仟伍佰叁拾元整(即5752.353万元)。其中,土地补偿费玖佰陆拾柒万贰仟柒佰零叁元整(即967.2703万元),安置补助费壹仟贰佰玖拾贰万元整(即1292万元),青苗补偿费肆拾贰万捌仟柒佰肆拾玖元整(即42.8749万元),附着物补偿费叁仟肆佰伍拾万贰仟零柒拾捌元整(即3450.2078万元)。

  国有土地补偿费用为伍佰陆拾柒万肆仟捌佰元整(即567.48万元)。

  土地补偿费归被征地村集体所有,但应当将不少于70%的农用地土地补偿费支付给16周岁以上被征地农民;安置补助费用于16周岁以下被征地农民的生活补助和16周岁以上被征地农民的社会保障;地上房屋等附着物和青苗补偿费归其所有者所有。土地及房屋补偿工作由鼓楼区政府具体实施。

  四、农业人员安置办法

  被征收土地批准安置李屯村被征地农民375人,天齐村农民506人。上述人员由鼓楼区政府按省政府93号令、《省政府办公厅关于严格落实社会保障切实做好征地补偿安置工作的通知》(苏政办发﹝201734号)和《徐州市征地补偿和被征地农民社会保障实施办法(试行)》(徐政规〔20141号)文件规定办理。

  五、被征收土地四至范围内的土地所有权人和使用权人对本公告内容如有不同意见或要求举行听证会的,请于2017810日前以村(居)委会为单位书面形式送达徐州国土资源局土地征用管理处(徐州市新城区镜泊西路7号)。

  六、根据《中华人民共和国土地管理法实施条例》第25条和《江苏省征地补偿安置争议协调裁决办法》有关规定,对征地补偿标准有争议的,应当自征地补偿安置方案批准之日起30日内,向市、县人民政府申请协调。协调不成的,由省人民政府裁决。征地补偿安置争议不影响征地的组织实施。
